    Perspective

    The Master plan for tourism development ensures the principles of sector planning, prescribed in Tourism Law:

    – In accordance with the orientation of economic and social development, and the Strategy for Vietnam tourism development to 2020, vision to 2030.

    – Ensuring national sovereignty, defense, security, social order and social safety.

    – Developing and protecting tourism resources and environment, preserving and promoting the nation’s cultural identity.

    – Ensuring the balance between tourism demand and supply; promoting national advantages and the strengths of each region or province; using the resources rationally and efficiently.

    – Compliance with planning methods

    Objective:

    Specifying the views and objectives of the Strategy for Vietnam’s tourism development to 2020, vision to 2030, in order to:

    – Ensuring the management of tourism development is implemented effectively and synchronously across the country.

    – Creating the basic for the formulation of regional and local tourism development planning, planning of major tourism areas and investment projects for tourism development.

    Tasks

    – Identifying the roles and the advantages of tourism in the country’s economic – social development.

    – Analyzing and evaluating the current status of tourism resources and development, based on evaluation criteria, achieved results, identifying the drawbacks and causes in tourism planning from 1995 to 2010.

    – Identifying the views and objectives for Vietnam’s tourism development to 2020; forecasting and demonstrating the plans for tourism development to 2020, vision to 2030.

    – Tourism spatial planning, investing in infrastructure and facilities for tourism.

    – Identifying the list of prioritized investment area and projects, land use demand, capital and human resources in tourism; market and tourism products orientation; tourism business activities.

    – Assessing environmental impacts and identifying solutions to protect tourism resources and the environment.

    – Proposing mechanism and policies; solutions, management model.

    Main content

    The main directions are about developing tourism markets; developing both domestic and international tourism, inbound and outbound tourism; focusing on tourists whose purpose of trip is travel and leisure with long stay and high expenditure; developing tourism products; organizing tourism zones; boosting investment for tourism development; tourism business management.

    Regarding solutions, the plan focuses on mechanisms, policies; mobilization of tourism investment; promotion and advertisement; organization and management of the plan; application of science and technology; international cooperation; resources and tourism environment protection and solutions to cope with impact of climate change.
